As we get ready to go to cast our vote down here in Georgia, we want to remind our folk of so things that they should remember as they go to cast their vote.   They talk about &quot;experience&quot; as being important.  And, it is, &quot;from day one.&quot;  Well, as a minority and woman-owned business trade association we want to remind our membership and friends to remember some important and program-destruction experiences.  Remember well, whose watch they happened on.
 
We experienced a tremendous series of set backs to our programs in the mid-90s-to 2000 and beyond.  The Federal Acquisition Streamlining Act 
 
(FASA) gutted much of the ability of the federal government to manage and implement the intents of the laws designed to help firms owned by socially and economically disadvantaged persons.  The contracting and procurement personnel was cut dramatically under the FASA program. That included contracting officers, contracting officer technical representative, procurement center representatives.
 
The knee-jerk reaction to The Adarand decision, and the ill-designed &quot;Reform of the Minority Business Enterprise Program&quot; delivered a body blow that we&#039;ve never fully recovered from.  That was in 1996.
 
The &quot;Moratorium on SDB Set-asides&quot; was instituted in 1996. It was a 3-year moratorium.  But it was never lifted.
 
The onerous SDB Certification Program over at SBA came into being in 1999.  
 
Our program has never been the same since these events.

More and more folk are seeing what we&#039;ve been trying to tell them for some time.  The polls are now reflective the truth of the Obama factor.  &quot;Change&quot; is on the minds of a lot of folks, now.  It was Obama that put it there.  Every primary now is showing an influx of new voters coming out for the Democratic side.

That shall increase, now that Edwards is out.  With all due respect, the former Senator was a &quot;mudding force&quot;.  He&#039;s a nice enough guy.  But, it&#039;s been a long time that he was like a bump on a lock.  The only purpose he may have served was, showing the strength of the other two.

And, now the polls are reflecting what we&#039;ve known for a long time.  Experience does not replace judgment.  And, it&#039;s vital that one is right from day one, not just there.  (There&#039;s that judgment thing again.)

Go, Obama, beat the Republicans.....</description>

It&#039;s the same as we&#039;ve always needed over these last couple decades.  It&#039;s delivery on the promises of Public Law 95-507 and Public Law 100-656.  We need to have programs that promote the competitive viability of firms owned by socially and economically disadvantaged individuals.  We need to &quot;grow firms&quot; that have the capability to compete effectively.

That means we must have an SBA that not only advocates, but leads, in making sure that these small disadvantaged businesses get the maximum practicable opportunity to be awarded federal procurement contracts.  This could be done in a competitive process, if the playing field is made level.  If it is not, and it definitely is not level at the moment, then there needs to be ample set-aside awards.

The concept is not difficult to grasp.  It&#039;s the doing that has been lacking.  So, whatever funding SBA gets, it&#039;s not gonna be enough, if there&#039;s not the will.  This current Administration did not do well in the commitment to excellence area.  And, sorrowfully, neither did the one that preceded it.

We anxiously await the &quot;Change&quot; that is a comin&#039;

		<description>That would be great!  However, the government is always slow.  Small businesses need a for profit solutions to business development and it must be spearhead by local entrepreneurs who want to empower themselves.  Many businesses are already working to make this happen.
